Import Duties for International Pilots and Flight Attendants in Indonesia – Pilots and flight attendants from international airlines frequently travel to and from foreign countries. Like international passengers, they have customs obligations regarding their belongings, including the payment of import duties. This article will provide a detailed discussion of the regulations and impacts of import duties on pilots and flight attendants, as well as strategies for managing these obligations.

Import Duty Regulations for Pilots and Flight Attendants

Legal Basis for Import Duties

Import duties on the belongings of pilots and flight attendants are regulated by Minister of Finance Regulation (PMK) No. 203/2017. Import duties are levied if the customs value of personal belongings obtained from abroad exceeds the duty-free allowance.

Customs Obligations for Pilots and Flight Attendants

Pilots and flight attendants, categorized as crew members (ASP), must comply with applicable customs regulations. ASP refers to anyone who, due to their job, must be on a conveyance and arrives with it, including pilots and flight attendants.

Import Duties on Personal Belongings

Definition of Personal Belongings

Personal belongings are items used or worn for personal use, including leftover supplies. According to PMK 203/2017, import duties are imposed if the customs value of personal belongings exceeds the duty-free allowance of FOB US$50 per person per arrival.

Calculation of Import Duties

If the value of personal belongings obtained from abroad exceeds FOB US$50, the excess is subject to an import duty rate of 10%. The customs value is determined based on the total customs value of imported goods minus FOB US$50.

Example Calculation

Suppose a pilot brings personal belongings worth FOB US$200. The customs value subject to import duty is:

US$200 – US$50 = US$150

The import duty to be paid is:

10% x US$150 = US$15

Comparison with International Passengers

Duty-Free Allowance

The duty-free allowance for ASP (including pilots and flight attendants) is US$50, which is lower than the US$500 duty-free allowance for international passengers. This indicates a different treatment in import duty regulations between ASP and regular passengers.

Non-Personal Use Items

Definition and Regulations

Non-personal use items are goods brought by passengers or ASP other than personal belongings, whose quantity, type, and nature are not reasonable for personal use. Non-personal use items do not receive duty-free allowances and are subject to general import duty rates.

Strategies for Managing Import Duty Burdens

Good Financial Planning

Pilots and flight attendants can manage import duty burdens by practicing good financial planning. Setting aside part of their income to pay import duties can help reduce financial impact.

Understanding Regulations

Understanding import duty regulations is crucial. With sufficient knowledge, pilots and flight attendants can ensure compliance with customs regulations and avoid penalties.

Consulting with Experts

Using the services of customs consultants can help manage belongings. Consultants can provide advice on how to reduce import duty burdens and assist with administrative processes.

Conclusion

The imposition of import duties on the belongings of pilots and flight attendants who frequently travel abroad adds a financial burden. However, with good financial planning, understanding of regulations, and assistance from experts, this burden can be managed more effectively. This is important to maintain the well-being and performance of pilots and flight attendants in carrying out their duties.
